The establishment of Peng Cheng Laboratory (PCL) is a strategic deployment introduced by the Guangdong Provincial Government to implement President Xi Jinping's important instructions on the development of Guangdong Province. It aims at developing a new round of innovation-driven economy and establishing a “strong candidate” for the National Laboratory initiatives for the innovative advancement of the Guangdong Province. It is also a critical investment of Shenzhen municipal government to continue its pioneering exploration of socialist modernization in Shenzhen.
PCL is established as a Provincial Research Lab by the Guangdong Provincial Government and funded as well as managed by the Shenzhen Municipal Government. In partnership with the Harbin Institute of Technology (Shenzhen), PCL also cooperates with local leading universities, research institutions and major enterprises. These cooperating institutions include Peking University Shenzhen Graduate School, Tsinghua University Graduate School at Shenzhen, Shenzhen University, Southern University of Science and Technology, Chinese University of Hong Kong (Shenzhen), Shenzhen Institute of Advanced Technology of the Chinese Academy of Sciences, Huawei, ZTE, Tencent, National Supercomputing Center in Shenzhen, China Electronics Corporation, China Mobile, China Telecom, and China Unicom.
Committed to serving the national and regional strategic advancement, PCL amasses high-quality innovative resources, builds relevant major scientific infrastructure, and carries out world-class interdisciplinary and collaborative innovative research. The researchers at PCL are striving to make breakthroughs in major core theoretical issues in the field of network information, artificial intelligence and cyberspace security, leading the future directions of academic research and promoting the development of information industry. PCL is working towards becoming an international scientific innovation center in the Greater Bay Area. It will also proactively explore the innovative institutional mechanism in line with the law of scientific research of the time, drawing on the strength of the “whole-nation system”.
The objectives of PCL include both short-term and long-terms ones. By 2020, PCL is expected to complete initial research infrastructure construction. PCL shall be recognized as a leading research institution at the national level. By 2030, a national open source research platform will be established and will become a National Laboratory. Such platform shall provide services to nationwide research institutions, capable of providing innovative solutions to major technical challenges of international significance in broader areas of information technology, including these key technologies that are critical to China’s fundamental national scientific competence. By 2050, PCL will become a world leading scientific institution working at the frontiers of scientific research in information technology and making original contributions in broad areas scientific innovation.
